OCSEAS Official Portal — ocseas.csc.gov.ph

There is nothing to download on this page, because OCSEAS is not a download. It is a website, the Online Civil Service Examination Application System, and you use it in your browser at ocseas.csc.gov.ph. There is no official OCSEAS app and no installer file. Any site offering an "OCSEAS download" as a file or an app is offering something the CSC never released.

Go to the official portal

Click through from this page and you land on ocseas.csc.gov.ph. That is where you register, activate your account by email, log in, book a slot for the March 14, 2027 exam, and upload your documents. Registration opened November 2, 2026, and the 352,391 slots across 98 testing centers go first-come, first-served.

OCSEAS covers Region I and Region IV for this cycle. If you are in Regions II, III, V, VI, VIII, IX, XI, NCR or BARMM, your filing system is CSC eServe at services.csc.gov.ph instead, and Caraga applicants use the Lingkod Bayani Kiosk. The two real downloads inside OCSEAS

Inside the official system you will download two things. The Certificate of Consent is offered during the application steps; you print it, sign it, and upload the signed copy. Your CS Form No. 100 is generated by the system from your answers; you print it on legal-size paper and bring it to your personal appearance, along with your original ID, four passport-size photos, and the ₱500 fee.

Before you click

• One person, one account. If you registered in a past cycle, log in with that account.
• Use an email you check daily. Your activation link and "For Payment" notice go there, and the payment window is only 48 hours.
• Type the address yourself on later visits: ocseas.csc.gov.ph. Never follow password links from comment sections.
• Have your ID scan and photos ready before you book, so evaluation does not stall.
